There is no general purpose highlight tool in Acrobat, you can only highlight text. You can use some of the commenting tools to approximate a highlight (e.g. use the rectangle tool, set the fill color to yellow AND adjust the opacity so that the field becomes translucent so that you can see the document content behind the field).
